Cherise Glover was Dwayne's longtime girlfriend. Before he went to prison he gave Cherise everything she wanted, even pulling strings while in prison to pay her rent. Upon release however, he learns that Cherise has forgotten him and is dating Jayvon, a known snitch, who have been spending Dwayne's money together. Niko volunteers to get Dwayne's money back and kill Jayvon. Upon approaching Cherise and Jayvon, the player can choose to either kill Cherise or let her live. If the player executes Cherise, Dwayne calls her a bitch and laments on her betrayal. If the player lets Cherise live, Dwayne tells Niko that while he thinks that Cherise is an idiot, he is glad she is not dead.
If spared, the player can encounter Cherise on the streets later in the game, who reveals to Niko that her new boyfriend physically abuses her. Upon hearing this, Niko goes to the boyfriend's house and intimidates him, warning him stay away from Cherise. However, the boyfriend can also be killed by Niko, to which Cherise fearfully responds by calling Niko a maniac and running away, telling him to stay away from her. Afterwards, Dwayne calls Niko after hearing rumors that they've been together. Niko clears things up and tells him it was just a favour and nothing more.

Talbot Daniels is a small time gambler who frequently plays poker with Roman Bellic. Ray Boccino tells Niko that Talbot knows where the apartment of Florian Cravic is located which results in Niko and Roman forcing Talbot to lead them to the location in order for both to confront him. Shortly after, it is revealed that Talbot is homophobic and knew the location because he frequently assaults Florian (also known as Bernie) as he jogs in Middle Park. During one of these jogs, Niko accompanies Bernie and confronts Talbot when he attacks him with a bat. Daniels quickly escapes on a scooter which forces Niko to steal a scooter of his own and kill Talbot in a chase.

Roman's taxi driver named Mohammad is the one who picks Niko up every time he requests a taxi from Roman, as part of his special friendship ability. The taxi driver is usually very rude to Niko (constantly calling him ugly and a "dog lover"), mostly due to the fact that he must give him the lift for free, and complains about Roman's low wages. It is due to his rudeness that a date will end unsuccessfully if Niko hitches a ride in Roman's taxi. The driver admits that he does not work for Roman because of the money, but because of the extra-marital sex he gets out of it. He is also fiercely critical of Niko's dealings with criminals and will often make this clear to him whenever the two engage in conversation.

Marlon Bridges is a member of the North Holland Hustlers who frequently hangs out with Playboy X. He usually appears in the background of Playboy's missions and is killed by Niko on his orders when he suspects that Marlon is ratting him out. Niko does this by taking pictures of him and his friends at a local basketball court and kills him when Playboy identifies which person in the group he is.

Mori Green is a Jewish diamond dealer that is part of Isaac Roth's crew. He was the one who looked at the diamonds. He was killed by Luis Lopez during the unsuccessful diamond deal.

Kenny Petrović (Russian: Кенни Петрович) is a powerful Russian Mafia boss, more influential than Mikhail Faustin. His organization is seemingly at peace with the Faustin Family until Faustin orders the death of Kenny's son, Lenny. Kenny is prepared to go to war and kill all those responsible, but Dimitri strikes a deal with him; if Niko kills Faustin personally, Petrovic would spare him and Rascolov. After Niko assassinates Faustin, Petrović and Rascalov become partners in the Liberty City Bratva.
He is prominent in the multiplayer aspect of the game. He appears in the multiplayer missions Mafiya Work and Team Mafiya Work. In these missions, the player works for Petrović and takes his orders, protect him from rival mobsters and take care of Kenny's "black list." He also appears in the multiplayer missions, "Deal Breaker", "Bomb Da Base II", and "Hangman's N.O.O.S.E." as the player's boss. In "Hangman's N.O.O.S.E.", Petrović arrives back into the city, but it appears that he flown in illegally and someone tipped off the police, the players must safely escort him to Charge Island. In "Bomb Da Base II", Petrović discovers the Albanian Mob are shipping cars back to Europe without his permission, and he orders that the Albanian Mob, be destroyed, along with their ship. In "Deal Breaker", Petrović occupies Jimmy Pegorino's mansion and reveals that The Angels of Death bring import drugs from Canada on their bikes and in their boats and have been working for the Mafia for many years. Petrovic wants the A.O.D's deal with two mafia mobsters destroyed, by taking all of the drugs and eliminating all rival gangsters and witnesses.

Andrei (Russian: Андрей) is a member of the Faustin Crew. He was sent out to find Niko and Roman. He finds Roman hiding in a dumpster near Faustin's Cabaret Club and knocks out Niko with his gun. When Andrei and Dimitri Rascalov are holding the cousins in Faustin's basement, Mikhail Faustin comes downstairs and shoots Andrei in the head, killing him. Dimitri laments Andrei's death later on, revealing his growing contempt for Faustin.
Andrei is voiced by Sandor Telcsy.

Sergei is a member of the Faustin Family who works for Mikhail as a henchman for Vlad Glebov. He appears in the cutscenes of Vlad's missions where he is usually shown talking to people drinking at the bar. Later in the game, Niko and Roman arrive at Comrades in order to confront Vlad about his relationship with Mallorie. During the confrontation, Vlad orders Sergei and another bodyguard to kill both cousins as he escapes in his car. During the fight, Niko kills both Sergei and the unnamed bodyguard in self defense.

Anna Faustin (Russian: Анна Фаустинa) is the daughter of Ilyena and Mikhail Faustin. Her father is constantly mad at her rebelling nature, and Anna seems to cause trouble to upset her dad. Ilyena often takes Anna's side and lets her go out and have fun when her father isn't home. It seems as though Anna wants to get out of her home because of the way her father treats her mother, and herself. Anna's boyfriend Jason Michaels is killed after Mr. Faustin orders Niko to kill him. Her boyfriend was a biker gang member. Later on in the story, she starts hanging out with another member of The Lost biker gang. This time her mother worries that she will become a stripper due to his influence. Niko leaves to beat him up.

Bledar Morina is an Albanian gangster who is a member of the Albanian loan-sharks operating in Broker. He is first seen going into a gambling club with Dardan to find Roman and later when they attack Roman at his depot. Niko beats him to death in a fight at a playground.

Kalem is an Albanian gangster who is a member of the Albanian loan-sharks in Broker. He is also Dardan's brother. He is first seen driving the car that chases Niko and Roman in the first mission of the game. Niko beats him to death in a fight at a playground. Kalem may be new to the city, as he is not listed in the LCPD database, and Roman appears not to recognise him, not once referring to him by name.

Oleg Minkov is a conspiracy theorist who suspects that U.L. Paper is involved in illegal activities. As it turns out, he is right and Paper, in response, orders Niko to kill Minkov in order to prevent him from exposing their activities, which he does by discovering Oleg's location and killing him in a car chase.

Eduard Borodin is a Russian businessman and billionaire who is financing terrorist activities in Liberty City. U.L. Paper learns about these activities and forces Niko to kill him. He does so by stealing a helicopter that Eduard was being transported in and handing it over to U.L. Paper. After the organization learns of Borodin's whereabouts, it sends Niko and Little Jacob on a mission to take out Eduard in a mid-air battle which they do after Jacob takes out the chopper with a rocket launcher over open water. His death is later reported on Weazel News.

Anthony 'Gay Tony' Prince is a nightclub entrepreneur connected with the Ancelotti crime family through Gracie Ancelotti. His personal bodyguard is Luis Fernando López. Tony and Luis are sent to the diamond exchange to bring home Gracie Ancelotti. And he runs two clubs called Maisonette 9 and Hercules, though their locations are not provided in the original GTA4.
In Grand Theft Auto: The Ballad of Gay Tony, as the eponymous name implies, he becomes a radically more developed and central character.

Anthony Corrado is connected with the Liberty City Cosa Nostra. He is revealed by Jimmy Pegorino, who he is bodyguard for (and the closest Pegorino has to a son), to be wearing a wire and working for the FIB. He suffers a heart attack whilst preparing to testify against Pegorino, and is placed under maximum security at a hospital, which Niko is asked to infiltrate in order to silence him. Niko slips in, steals a doctor's scrubs to disguise himself as Anthony's doctor and uses an excuse to get the security guards to leave and switches off Corrado's life support. Before he dies, Anthony asks Niko to tell Jimmy that he's sorry. His name is a reference to Anthony Soprano and Corrado Soprano.

"Chubby" Charlie Matteo is the underboss of the Ancelotti crime family. He first appears during a cocaine deal with the Russian Mafia, but the deal is shot up by Niko and Phil Bell who both steal the coke for themselves. Charlie escapes during the slaughter and discovers the Pegorino's involvement in the deal soon after. In order to prevent Charlie from telling the Commission about this, Phil send Niko to the abandoned Sprunk factory to kill him. After slaughtering some allied Russians, Niko chases Matteo through the factory and witnesses a helicopter pick him up on the roof. In order to prevent Charlie's escape, Niko uses a rocket launcher and shoots the copter out of the sky.

Steve (aka Stevie) is a car dealer and a friend of Brucie. He is first mentioned when Brucie calls him and asks if he can borrow his Comet for a race he and Niko are heading to. After the race, Brucie allows Niko to keep the car despite the fact Stevie still owns it. Brucie then gives Stevie Niko's number so that he can text him pictures of cars he wishes to own and allows Niko to steal the cars in exchange for money. He later makes his first physical appearance in the game by helping Niko and Gordon kidnap Gracie, during which he takes her car in order to resell it.

The Killer is an associate of Mikhail Faustin and Dimitri Rascalov who is first seen as the doorman of Faustin's mansion when he assigns Niko the task of killing Jason Micheals. He doesn't appear again until the end of the game (only during the Deal ending) in which he is assigned the task of killing Niko at Roman's wedding. After the ceremony, the killer approaches Niko from behind and tries to shoot him, but Niko dodges the bullet and makes him accidentally shoot himself. Much to Niko's horror, the stray bullet the killer shot ended up killing Roman.

Adam Dimayev (Russian: Адам Димаев) is a terrorist based in Liberty City. Niko is sent to kill him on orders of U.L. Paper and finds his hangout via the LCPD database. After killing all of Adam's men Niko has a choice of killing or sparing him.

Jayvon Simson is a biker member of the North Holland Hustlers and a small time drug dealer. He is first mentioned in Dwayne Forge's first mission that it is revealed that he is a police informant and ratted out his former leader, Dwayne Forge, to avoid being arrested. When Niko develops a friendship with Forge, he is sent to kill Jayvon and reclaim the money he sent to his girlfriend, Cherise (who is now dating Simson) which he does by killing Simson in a bike chase.

Tom Goldberg is a lawyer working for Goldberg, Ligner & Shyster, a law firm based in Liberty City. Niko is ordered by Francis McReary to kill Goldberg in addition to retrieving evidence that Goldberg has collected against him. Niko is instructed to submit a fake résumé to Goldberg, Ligner & Shyster via their website, in addition to acquiring a suit for the interview. When Niko arrives for his scheduled interview, he assassinates Goldberg before making an escape. The murder is reported on in-game media. The character may be a parody of Jack Thompson, for after being pointed at with a gun by Niko, he exclaims "Guns don't kill people, video games do!".

The Cook is the head cook of the Platypus. He arrives in Liberty City with 2 million dollars worth of diamonds that he stole from Ray Bulgarin and tries to smuggle them by hiding them in a cake he made when first arriving in Liberty City. He is later killed in The Ballad of Gay Tony by Ray Bulgarin for stealing the diamonds.

Bucky Sligo is a former associate of Derrick McReary and Aiden O'Malley. When Aiden went to prison, Bucky, realising that Derrick had betrayed Aiden and ratted him out, threatened to come after him and his family, causing Derrick to flee to Ireland. After Derrick returned to America, Bucky made another threat to come after him. Derrick, fearful of Bucky's plan to attack him, ordered Niko to take down Bucky's gang by appearing at the Burger Shot where Bucky hangs out in a police car and following the fleeing Bucky back to his gang. Once there, Niko kills the entire gang, including Bucky.

Aiden O'Malley is a former associate of Derrick McReary, whom Derrick ratted out to the authorities before escaping back to Ireland. When Aiden starts to tell the authorities about Derrick's involvement in crime, Derrick orders his death. To make sure they silence Aiden without implicating Derrick, Packie and Niko intercept a prison van taking Aiden back to the Alderney State Correctional Facility and fake a prison break, which nullifies his testimony and makes his assassination a secret. Niko and Packie then take Aiden to some cliffs near the sea and assassinate him, allowing his body to fall down the cliffs and into the sea. However, later in the game, O'Malley's body is discovered.

Carmen Ortiz is one of Niko's girlfriends who can be met through the "LoveMeet" dating website, known as SoBoHoe. She constantly refers to herself in third person, and is self-important. Similar to Elizabeta (who are seen provocatively dancing together at a party), she lives in Bohan and portrays extreme latina stereotypes. She works as a nurse, which she says doesn't pay well and is disgusting. Outside of work, she spends all of her money on designer clothes in a superficial manner, further relying on several sugar daddy boyfriends to finance her lifestyle. When dated, she alludes to other ongoing boyfriends, and implicitly makes it clear that her main goal is to obtain money, favour and possessions from her boyfriends. As a nurse, she can offer medical advice to Niko over the phone. She is 23 years old.

Eugene Reaper is the man who is beside Luis López in the Bank that Niko and the McReary Irish Mob are robbing in Three Leaf Clover. During the robbery, he informs Luis that he is a member of a gun club and is going to "take these rookies downtown." When Packie and Derrick start to argue after Derrick refers to Packie as his brother, he takes advantage of their lack of concentration on him, pulls his gun out and shoots Michael Keane, killing him. In retaliation, Packie and Derrick shoot him dead. In-game media later credit him as a hero. He appears in The Ballad Of Gay Tony with his appearance altered.

Teddy Benavídez is the co-leader of the Northwood Dominican Drug Dealers, alongside Willy Valerio. He used to be friends with Ray Boccino, but their relationship ends as Teddy does not pay Ray the money he owes him. Ray orders Niko to kill Teddy Benavídez at his Apartment, but Niko gets into a huge gunfight with Benavídez's Men before he corners Benavidez on the apartment roof. Niko shoots Teddy and he falls off the roof, killing him.

James "The Fitz" Fitzgerald is the Treasurer of The Lost Motorcycle Club and a close friend of Johnny Klebitz. It is implied he is one of the oldest gang members and unlike most of them, he is responsible, fair, calm and collected. He is killed by Niko Bellic on orders of Ray Boccino after the unsuccessful diamond deal with the Jewish Mob.

Jason Michaels is a recently patched-in member of the Lost MC and serves as its Enforcer. Additionally, he ran the Lost's prostitution ring as a pimp. He had a relationship with Anna Faustin, the daughter of Russian Mafia boss Mikhail Faustin. He is killed early in the game by Niko Bellic on orders of Faustin who suspects that Michaels is turning his daughter into a prostitute.

This drug dealer is the right hand man of Clarance Little and assists him in running his gang in East Holland. He is first seen talking to Clarence before Niko arrives to kill him, but manages to escape during the slaughter of the gang. Later, he threatens Francis McReary by stating that he will reveal his misdeeds to the cops. As a result, Francis hires Niko to take out the dealer, which he does by luring him to his apartment window and shooting him with a sniper rifle on a building opposite his apartment.

Charlie is an undercover LCPD officer who posed as the buyer of Elizabeth's heroin stash. When the deal took place, he acted too nervously and blew his cover, resulting in his death.

Lyle Rivas is a gangster who owes money to Brucie Kibbutz. Brucie asks Niko to kill Lyle because he has not paid back the money. Niko does this by using the LCPD database to track Rivas down to his apartment. Once there, Lyle escapes from his apartment and drives away, but is later killed by Niko in a car chase. Later Brucie reveals the only reason he wanted Lyle and his cousin, Tom, dead was because he was on a roid rage.

Tom Rivas is a gay man who owes Brucie money. Brucie orders Niko to kill Tom by arranging a date with him on the internet and killing him on it. Niko does this by posing as a gay man on the internet and arranges for him and Rivas to meet at a local diner. At the diner the two engage in a brief conversation before Niko pulls out a gun on Tom and kills him. Brucie later reveals that he only wanted Tom and his cousin, Lyle, dead because he was on a roid rage.

Anthony "Tony Black" Spoleto is a capo for the Ancelotti Family. Niko is sent to kill him on orders from Gerry McReary to spark a war between the Ancelottis and their Albanian muscle. After planting a bomb on Tony's car while he is at a meeting with the Albanians, Niko follows him to an Ancelotti hideout where he detonates the bomb which kills Tony and most of the gangstars present.

Frank Garone is the other capo of the Ancelotti Family. To further spark a feud between the Ancelottis and the Albanians, Gerry has Niko dress up as an Albanian and kill Frank. After Niko witnesses Frank beat up another man, he rides away on a motorcycle, but is shot dead while being chased by Niko.

Alejandra is an employee at the TW@ Internet Café in Broker. Niko first meets her in the mission Logging On. She knows Roman well and thinks he's funny, while Roman thinks she has large breasts. She flirts with Niko most times he enters the café, and Niko will usually answer back.
Kiki Jenkins is one of Niko's girlfriends who can be met through the "LoveMeet" dating website, known as LawChick. She is 32 years old, and a lawyer from Algonquin. She is left-wing and cares deeply about social issues such as environmentalism and constitutional rights for criminals. Unlike Carmen and Alex, Kiki expects a much more devoted relationship with Niko - if Niko is dating another woman, going to strip clubs, or frequently picking up prostitutes, a private investigator follows them on a date, eventually resulting in Kiki dumping Niko. She can eliminate unwanted police attention for Niko (just like Francis if he is spared).

Alexandra 'Alex' Chilton is one of Niko's girlfriends met through the "CrapList.net" website. She is 29 years old, and comes from an extremely wealthy family. She is self-centered and believes herself to be an intellectual who will change the world with her ideas. However, she is hypocritical in nature (for example, standing up for animal rights while wearing baby albino gorilla fur). She maintains a blog on the "Blogsnob.org" website under the name "Liberated Woman" - She is the only one of five girlfriends that Niko can view a blog for. She will post reactions to every date they go on, along with details of her life. She reveals that she hates her mother, who abused her for "not being pretty enough", but receives all of her money from her parents. She has a small Chihuahua named "Valentino" that she carries in a purse and orders weekly Champagne enemas for, and before dating Niko, she was seeing a grotesque elderly man lov
Milica Bellic (Serbian: Милица Белић) is Niko's mother and Roman's aunt, who frequently sends emails to him throughout the course of the storyline. In her emails, she mentions that she feels guilty that a person like Niko was corrupted by the environment that he grew up in. Roman suggests that she should move to America to live with them, but Niko completely disagrees, thinking that it will make things much worse and pointing out the extent of trouble in their lives.
Julio Ochoa is the mayor of Liberty City. His stringent stance on gun control is noted and criticised by the local media, who report that Ochoa has disbarred the weapons wholesale chain Ammu-Nation (seen in previous games) from the city causing a sharp rise in homicide incidents and that Ochoa has launched lawsuits against Ammu-Nation as far away as Los Santos, San Andreas. As a result of his tightening on gun control, many black market arms dealers, such as Little Jacob have emerged. He is absent throughout the course of the game, although he is mentioned and referenced during missions and on in-game media.
Bryce Dawkins is the deputy mayor of Liberty City. Dawkins is not seen during the storyline but there are pictures of him in Bernie's apartment and some internet sites. He is said to be ultra conservative, and "enjoys ramming family values down your throat while taking it from behind with two in one hole". Despite being married, Dawkins is in fact a closet homosexual and is secretly dating Bernie Crane. Niko refers to Dawkins as a "hypocrite" for trying to ban homosexuality. In return for preventing Dawkins from being blackmailed by Dimitri Rascalov, Bernie gives Niko his "Infernus" sports car, which Bernie got as a gift from Dawkins. Upon completion of the storyline, pictures emerge of Dawkins kissing Bernie and his true sexuality is revealed, prompting public outcry.
Lola del Rio is a prostitute who appears on promotional artwork and the introduction sequence for the game.[2] In October 2007, her character art was painted on the side of a building in SoHo, New York, advertising the game.[3]
A prostitute by the name of Lola del Rio can be found in the police database, visiting www.libertycitypolice.com. Her profile in the database describes that she was born in San Fierro but moved to Liberty City. It also states that she is often seen sucking a lollipop, and that she hangs around at Star Junction.
Several characters can be encountered while walking on the street, who usually request favours from Niko.
